Start reading up on SEO (Search engine optimization), make sure you have an interesting topic and some expertise, then WRITE! Try to keep it short and to the point, but make it captivating to the reader. Provide posts on topics that you think people would need or would search for in Google/Yahoo.
Start advertising on forums, Facebook/other social network sites, tell friends/family, make business cards, make flyers, etc.
But really, your best bet is to optimize your site with SEO tactics. It seems hard at first and there's so much knowledge it can be overwhelming, but it pays off. Just a little over a month ago I started the blog in my signature and never had done anything with SEO before...now I'm ranked on the first page of Google for a lot of searches related to GPT topics.
It just takes time and dedication...keep writing even if it doesn't seem like it's going to pay off.
Don't waste that much time with traffic exchanges and such. You want targeted hits, and those are mostly going to come from search engines where people search for a topic that can be found on your blog.

You can try link exchange, posting your backlink on dofollow blogs/forums.
That is basically what I did and I get about 20 unique hits per day thru search engines. You could do more.

Be real. Write good content. Participate in forums. And then do it all again.

I agree about SEO.
Make sure your blog contains good keywords (words and phrases that people search for on search engines).
Also make sure you have quality content, that you update on a regular basis.
And focus on creating quality back links.
