Did you try emptying your cookies and temporary internet files? That can help with log in problems.

The best thing to do is contact Paypal immediately and tell them about the situation.

Since you can't log into Paypal the most reasonable cause is that you used the same password on a particular GPT/PTC that are scammers. These people stole your password, logged into your paypal account and (most likely) have stollen all your earnings (If you had any).

Just contact them and explain the problem there good about stuff like that you will need your account number though.

try clearing your cache and cookies and if they does not work, try downloading a new browser (ie: google chrome, IE, Friefox)
